Back in 1980, a chemical was created by scientists that could alter the DNA of humans, granting them special powers. They began to experiment on kids, teens, and a few young adults adults. Every subject was held in a dark room full of computers and other high-tech equipment that was unimaginable to the public.
Almost none of these people showed signs of change, and were released, the idea abandoned. Many years later, the children of those subjected to the testing showed incredible powers: the ability to create fire at the snap of their fingers, pushing waves of water away without touching them, wings bursting out of their backs, and pretty much everything in one's wildest dreams.
When the government heard reports of these strange children, they began to capture those they found, manipulating them into believing that they were below human. While many people have fallen into this trap, others are immune, and people are fighting back.
